Chief Neal A. Rossow is a 36 -year police veteran, who retired as the Captain of Support Services with the Port Huron (MI) Police Department in 2006. He was appointed the Chief of Police for the City of Flat Rock (MI) in February 2008.  In April 2014, Chief Rossow retired from the City of Flat Rock to focus on The Rossow Group and sharing his extensive experience with others.  

He began his police career as a police cadet with Port Huron and then as a patrol officer for the Marine City Police Department from 1978-1981. He was hired by the Port Huron Police Department in 1981 and spent his career as a police officer, sergeant, and lieutenant, working in patrol until being promoted to Captain. He served in various capacities during that time including; F.T.O., FTO Coordinator, Range Master, Chief Use of Force Instructor, Bicycle Patrol Officer and Supervisor, Accreditation Manager, Explorer Advisor, and background investigator. 

Chief Rossow holds a master’s degree and bachelor’s degree from Wayne State University. He is a graduate of the FBI National Academy (Session 212) and the Northwestern University Traffic Institute School of Police Staff and Command (Class 86). 

Neal was an instructor with the Macomb Police Academy from 1992 to 2008, teaching topics that include; ethics, traffic stops, cultural awareness, firearms, and use of force issues. In addition, he was the

original Subject Control Coordinator at Macomb. He was the director of Macomb’s Center for Police Management and Leadership Studies from 2001 to 2008. The “Center” is a management and leadership educational program for police executives. Neal has been an adjunct faculty member at the St. Clair County Community College for 20 years. He has presented at various conferences and seminars including the Michigan Police Executive Development Seminar and the Michigan Association of Chiefs of Police. In addition, he has conducted police training in Michigan, Ontario, and across the United States. 

Chief Rossow was a member of three Subject Matter Expert groups for the Michigan Commission on Law Enforcement Standards. Two of the groups focused on the Subject Control Continuum and the third focused on the ethics standard for police officers. 

Chief Rossow teaches topics that include leadership, supervision, ethics, mentoring, and team building. 

Neal has been married to his wife Diana for 24 years. Diana also retired from the Port Huron Police Department with 29 years of service. They have three grown sons, Brandon (28), Adam (22), and Eric (20).

Colonel Julia Grimes served 24 years with the Alaska State Troopers (AST), retiring in December of 2006. After coming through the ranks, she was appointed Director of AST in 2003 and assumed overall command responsibility for an agency comprised of over 400 sworn troopers and over 200 civilian personnel providing full service law enforcement response for the largest state in the union (586,000 square miles)—the majority of it remote and lacking transportation corridors. Before her appointment to Colonel, she served in a wide range of duty assignments (patrol and investigative) that took her all over the rugged state of Alaska, including many years as a Trooper pilot in rural Alaska providing investigative law enforcement response, community policing, and search and rescue to remote native villages accessible only by aircraft. 

Prior to joining AST in 1983, Col. Grimes attended an aviation college and began a career in commercial aviation in 1977. Hired by United Airlines at age 21, she worked as a Boeing 727 Flight Engineer and pilot until January 1982 when a national fuel crisis triggered her furlough from United. She ventured to Alaska in continuing pursuit of her aviation career and secured an air-taxi pilot job in Ketchikan, flying floatplanes into the remote regions of Southeast Alaska.   It was here that Col. Grimes was first exposed to Alaska State Troopers who were her passengers.  Here she was recruited and inspired to become a trooper.

Col. Grimes is the founder of True North Focus, LLC, a consulting firm providing law enforcement training and consulting.  She has been a core trainer for IACP’s “Leading by Legacy” project for four years, and has been an active member of IACP’s Police Administration Committee. Her most challenging work has been a contract with the U.S. State Department as a Senior Police Advisor and Instructor, providing leadership training for the Mexican State and Federal Police in furtherance of the goals of the Merida Initiative between the U.S, and Mexican governments.

She is an active member of the International Association of Chiefs of Police (IACP), Police Administration Committee and has been a core trainer for IACP’s “Leading by Legacy” project for the last two years.   She has presented leadership related workshop topics at the Annual IACP Conference as well as the Annual Conference of the International Association of Women Police (IAWP).  Col. Grimes is a graduate of the 212th Session of the FBI National Academy and the 27th Session of the FBI National Executive Institute in Quantico, Virginia. Colonel Grimes is a lifetime member and past president of the Women Police of Alaska (WPA), as well as a member of the National Association of Women Law Enforcement Executives (NAWLEE), and the International Association of Chiefs of Police (IACP).

Chief David E. Molloy

A 24-year veteran of the Novi Police Department, Director of Public Safety/Chief of Police David E. Molloy joined the force in September 1989.  He was promoted to Chief of Police in 2005 and appointed Director of Public Safety in 2010.  Chief Molloy is only the third police chief to serve the Novi community.  As the Director of Public Safety, Chief Molloy is responsible for the Novi Police and Fire Departments as well as the city’s emergency preparedness efforts. 

Chief Molloy began his tenure with the department as a Police Officer in the Uniform Division.  In 1992, he was selected to work a two-year assignment as an undercover narcotics officer with the Michigan State Police Narcotic Enforcement Team.  He later served as a task force agent with the Detroit Field Division of the Drug Enforcement Administration while investigating “Operation Falling Star,” one of the state’s largest narcotic trafficking and money laundering investigations.

Chief Molloy has distinguished himself as a leader since joining the department and in 1995 was promoted to rank of Detective. As a detective he investigated juvenile crimes, crimes against persons and several high profile violent criminal cases in the Novi area.  In 1997, he was promoted to the rank of Sergeant and served in the Uniform Division as a Watch Commander.  In 2001, he returned to the Investigations Section as a Detective Sergeant.  In 2003, he was promoted to the rank of Lieutenant and served as the Commander of the General Services Division.  In February 2005, Molloy was promoted to Deputy Chief of Police.  In September of 2005, Molloy was promoted to Chief of Police.  In 2010, he was promoted to Director of Public Safety with leadership of the Novi Police and Fire Departments.

Chief Molloy holds a Bachelor of Arts Degree in Criminal Justice from Saginaw Valley State University and received his Master in Liberal Studies Degree from Eastern Michigan University.  He is a graduate of the Eastern Michigan University School of Police Staff and Command and the Center for Excellence in Police Management Studies.  In 2007, he graduated from the 228th Session of the FBI National Academy in Quantico, Virginia.  Additionally, he is a graduate of the Senior Executive Institute at the University of Virginia’s Darden School of Business.  

Chief Molloy is an active volunteer in Novi and surrounding communities.  He is a member of the Michigan Association of Chiefs of Police, the Michigan Association of Fire Chiefs, and the International Association of Chiefs of Police.  He has served as the President of the Oakland County Association of Chiefs of Police and currently serves as the President of the Southeast Michigan Association of Chiefs of Police. Chief Molloy is honored to serve as an adjunct professor at Madonna University where he teaches criminal justice ethics, criminology and criminal justice administration courses.  Chief Molloy has instructed at the Eastern Michigan University and Michigan State University Schools of Police Staff and Command where has developed and taught organizational change, strategic planning and operational planning.  Throughout his career he has received numerous departmental citations, merit citations and awards for leadership recognition, including Novi Police Officer of the Year.  

Chief Molloy considers himself a lifelong learner and enjoys the study of leadership, motivating personnel and creating a culture of ethical and professional behavior.  He takes great pride in mentoring, counseling and guiding police officers, command officers, fellow law enforcement executives and business professionals.

DIRECTOR OF POLICE AND FIRE SERVICES WYOMING MICHIGAN DEPARTMENT OF PUBLIC SAFETY

James E. Carmody was sworn in as the Chief of Police for the City of Wyoming Michigan Department of Public Safety, in July of 2006 and was recently appointed the Director of Police and Fire Services. Prior to his appointment as Wyoming’s Public Safety Director, Carmody served 31 years with the Port Huron Michigan Police Department, where he retired as a Major (Deputy Chief) in 2006.


Chief Carmody has a Master’s Degree in Public Administration (MPA) from the University of Michigan; a Baccalaureate Degree in Criminal Justice (With Honors) from Wayne State University, and he is also a graduate of several professional leadership development programs including; the 169th session of the F.B.I.’s National Academy(FBINA), Quantico, Virginia, Northwestern University Traffic Institute’s School

of Police Staff and Command, the Michigan Law Enforcement Executive Leadership Institute (LEELI), and the Michigan Police Executive Development (MPED) program conducted by the FBI’s Law Enforcement Executive Development (LEEDS) program. 

Chief Carmody holds certifications in Traffic Crash Investigations, Advanced Police Supervision, Drug Interdiction Operations, Police Ethics Training, and Racial Profiling Prevention Training. The Chief also instructs on a number of other topics related to police management and leadership principles.

both located in Eastpointe, Michigan. James Friedman is also a Certified Police Chaplain with the Eastpointe Police Department, the Saint Clair Shores Police Department and ReservePolice Officer and Certified Police Chaplain for the New Baltimore Police Department. He is the Police Chaplain for the Macomb County Police Chief’s Association, as well as Program Director, Instructor and Chaplain for the Macomb Community College Criminal Justice Training Center for the Basic Police Academy and Advanced police training. Pastor Friedman is a frequent presenter on the topic of Culture Diversity and Awareness at both the police academy and for advanced training.

He has instructed all over the Detroit Metro Area. Pastor Friedman is the Chairman of the PACE (Police and Community for Equality) Group and also sits on a number of community, civic boards and organizations. He appears regularly on the “Ask the Pastor” Television show on the Total Christian Television (TCT) Network and a number of other programs on the same station. James has been married to Lee Friedman for over thirty-five years. They have four wonderful children and two grandchildren.
